This guide therefore brings together the main Quebec and federal programs for water infrastructure, mobility and climate change adaptation, with their known deadlines through the end of 2028. I am sharing this overview with our clients, and with every municipality looking for a partner to support its projects.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The political context adds to the urgency: Quebecers will elect a new government on Monday, October 5, 2026. Now is the time to prepare to engage the next government and the newly elected members of the National Assembly on the pressing needs of cities and municipalities. Indeed, several of the programs presented here expire during the next mandate, including the PAVL and PRIMEAU preselection, in March 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, each program links to its official page, most of which are available in French only. By contrast, the <a href=\"https:\/\/housing-infrastructure.canada.ca\/dmaf-faac\/details-eng.html\">Disaster Mitigation and Adaptation Fund<\/a> is fully allocated and no longer accepts applications.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Mobility, roads and transportation: funding programs<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Local Road Assistance Program (PAVL) has been renewed until March 31, 2028, with an envelope of $384.2 million for 2027-2028. Finally, for adaptation projects of $1 million or less, the Green Municipal Fund (see the federal section) is a complementary option.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Work in aquatic environments: watercourses, shorelines, wetlands and dams<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Quebec\u2019s wetland and water environment restoration and creation program (PRCMHH) can cover 100% of eligible expenses, up to $3 million per project, with continuous intake until March 31, 2027.
