{"id":41496,"date":"2021-09-29T11:53:00","date_gmt":"2021-09-29T11:53:00","guid":{"rendered":"https:\/\/www.avizo.ca\/?p=41496"},"modified":"2026-09-28T19:05:01","modified_gmt":"2026-09-28T19:05:01","slug":"solutions-to-counter-the-labour-shortage-in-the-eastern-townships","status":"publish","type":"post","link":"https:\/\/www.avizo.ca\/en\/2021\/09\/29\/solutions-to-counter-the-labour-shortage-in-the-eastern-townships\/","title":{"rendered":"Solutions to Counter the Labour Shortage in the Eastern Townships"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/statistique.quebec.ca\/fr\/fichier\/annuaire-quebecois-des-statistiques-du-travail-portrait-des-principaux-indicateurs-du-marche-et-des-conditions-de-travail-2010-2020-volume-17.pdf\"><em>Annuaire qu\u00e9b\u00e9cois des statistiques du travail<\/em><\/a> (Quebec Labour Statistics Yearbook) published by the Institut de la statistique du Qu\u00e9bec provides a complete picture of how Quebec&#8217;s labour market has evolved. Among other things, it includes data on employment structure, the characteristics of unemployed people, working hours and worker compensation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">An aging population and its impact on Quebec&#8217;s labour market<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/statistique.quebec.ca\/fr\">Institut de la statistique du Qu\u00e9bec<\/a> groups the working-age population into four cohorts: 15 to 24, 25 to 44, 45 to 54, and 55 and over. The 15 to 24 cohort includes people entering the labour market, while the 55 and over cohort includes those leaving it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since 2010, the number of people in the cohort entering the labour market has remained stable or declined, while the number of people in the cohort leaving it has increased by 65,000 per year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This situation creates a demographic deficit that keeps growing year after year.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><a href=\"https:\/\/www.avizo.ca\/wp-content\/uploads\/2021\/09\/Donnee-du-graphe-sur-la-penurie-de-personnel-Avizo-Experts-Conseils.csv\"><img decoding=\"async\" src=\"https:\/\/www.avizo.ca\/wp-content\/uploads\/2021\/09\/Deficit-demographique-1024x745.png\" alt=\"Graph showing the demographic deficit in the labour market\"\/><\/a><figcaption class=\"wp-element-caption\">The data from the <a href=\"https:\/\/statistique.quebec.ca\/fr\/fichier\/annuaire-quebecois-des-statistiques-du-travail-portrait-des-principaux-indicateurs-du-marche-et-des-conditions-de-travail-2010-2020-volume-17.pdf\"><em>Annuaire qu\u00e9b\u00e9cois des statistiques du travail<\/em><\/a> used in this graph are <a href=\"https:\/\/www.avizo.ca\/wp-content\/uploads\/2021\/09\/Donnee-du-graphe-sur-la-penurie-de-personnel-Avizo-Experts-Conseils.csv\">available here<\/a>.<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Other studies reach the same conclusion<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In its report <em><a href=\"https:\/\/www.bdc.ca\/globalassets\/digizuite\/32074-etude-penurie-embauche.pdf\">How to Adapt to the Labour Shortage: Hiring Difficulties Are Here to Stay<\/a><\/em>, the <a href=\"https:\/\/www.bdc.ca\/fr\">Business Development Bank of Canada (BDC)<\/a> reaches the same conclusion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Because of our aging population, the labour shortage will persist.&#8221; \u2013 <strong>Pierre Cl\u00e9roux<\/strong>, Vice President, Research and Chief Economist at BDC.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The BDC report indicates that in Canada:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>64% of entrepreneurs say the labour shortage is limiting their growth<\/li>\n\n\n\n<li>55% of businesses are having trouble hiring workers<\/li>\n\n\n\n<li>26% of businesses are having difficulty retaining their staff<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Moreover, hiring difficulties appear to be more pronounced in Quebec.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The consequences of the demographic deficit are being felt in the Eastern Townships<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Despite considerable efforts, many businesses in the region are struggling to find staff to fill their open positions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem is acute at <a href=\"https:\/\/www.avizo.ca\/en\/\">Avizo Experts-Conseils<\/a>, a Quebec consulting firm specializing in engineering, environment and construction, with offices in <a href=\"https:\/\/www.avizo.ca\/en\/contact-us\/\">Montr\u00e9al<\/a>, <a href=\"https:\/\/www.avizo.ca\/en\/contact-us\/\">Qu\u00e9bec City<\/a> and <a href=\"https:\/\/www.avizo.ca\/en\/contact-us\/\">Sherbrooke<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Eastern Townships-based company currently has <a href=\"https:\/\/www.avizo.ca\/en\/career\/\">about fifteen open positions<\/a> posted on its website. It promotes them on recruitment sites such as Indeed, Isarta and Jobillico and on social media platforms, and despite all these efforts, it continues to have difficulty filling them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;These are good, very well-paid jobs with more than competitive benefits, for professionals and technicians. It&#8217;s unfortunate, because this staff shortage means we can&#8217;t sustain our growth and have to turn down mandates,&#8221; explains <strong>Andr\u00e9 Duquette, CRHA<\/strong>, Human Resources Manager at Avizo Experts-Conseils.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to <strong>Emmanuel Boileau<\/strong>, partner at <a href=\"https:\/\/gxbleadership.com\/\">GXB Leadership<\/a>, as <a href=\"https:\/\/www.lapresse.ca\/affaires\/2021-09-13\/firmes-de-recrutement\/les-chasseurs-de-tetes-debordes.php\">quoted in an article in La Presse<\/a>: &#8220;Job postings are pretty much over as a way to attract candidates. You now have to reach out to people, poach them, win them over and keep them once they&#8217;re hired. You also have to look more and more to the international market.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Solutions to counter the staff shortage<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">The return of job fairs<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Current public health guidelines <a href=\"https:\/\/www.quebec.ca\/sante\/problemes-de-sante\/a-z\/coronavirus-2019\/plan-deconfinement\/festivals-evenements#:~:text=les%20files%20d%27attente.-,Sites%20constitu%C3%A9s%20d%E2%80%99installations%20temporaires%20o%C3%B9%20les%20personnes%20circulent,-Capacit%C3%A9%20d%27accueil%20modul%C3%A9e\">for festival and event organizers<\/a> allow job fairs and trade shows to resume in person. Participants must maintain physical distancing and wear a face covering, and <a href=\"https:\/\/www.quebec.ca\/sante\/problemes-de-sante\/a-z\/coronavirus-2019\/deroulement-vaccination-contre-la-covid-19\/passeport-de-vaccination-covid-19\/lieux-et-activites-exigeant-passeport-vaccinal-covid-19#:~:text=d%C3%A9termin%C3%A9es%20(gradins%2C%20estrades).-,Salles%20de%20spectacle%2C%20cin%C3%A9mas%2C%20salles%20o%C3%B9%20se%20produisent%20des%20%C3%A9v%C3%A9nements%20sportifs,-Le%20passeport%20vaccinal\">a vaccine passport may be required<\/a>. For exhibitors, the rules for designated zones may apply.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Job fairs are an excellent way for candidates to meet several employers and showcase their application in a more personal way. Employers benefit too: it&#8217;s an opportunity for them to build up their bank of r\u00e9sum\u00e9s.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Flexible, tailored working conditions<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">To attract candidates, but also to retain them once hired, <a href=\"https:\/\/www.avizo.ca\/en\/\">Avizo Experts-Conseils<\/a> has redoubled its efforts, as its President and CEO, <strong>Charles Duguay<\/strong>, points out: &#8220;We offer flexible working conditions, a good work-family balance, and a health and wellness program so that our staff feel good at work. Yet expert resources are available to help employers with international hiring and the regionalization of immigration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;<a href=\"https:\/\/sherbrooke-innopole.com\/choisir-sherbrooke\/immigrer\/\">Sherbrooke Innopole<\/a> has been informing and supporting industrial and technology companies in the Sherbrooke metropolitan area that wish to recruit internationally for several years. Our support can come before, during and after recruitment missions, including access to financial assistance. It&#8217;s a great option for recruiting qualified people whose skills are scarce on the Quebec market. The labour shortage is forcing us to be creative, and this can be positive for companies that plan their workforce needs ahead through international recruitment or immigration regionalization programs. Yet it is difficult to keep them working because of the current tax system, as <strong>Charles Duguay<\/strong> explained in an <a href=\"https:\/\/www.fm1077.ca\/audio\/428408\/la-penurie-de-main-doeuvre-frappe-egalement-le-secteur-du-genie-conseil\">interview on Martin Pelletier&#8217;s show <em>Midi actualit\u00e9<\/em><\/a> on 107.7 Estrie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As revealed by <a href=\"https:\/\/www.cowansville.ca\/actualite\/penurie-de-main-doeuvre-bilan-du-sondage-aupres-des-retraites\">a survey of 412 retirees<\/a> conducted by the Town of Cowansville, many retirees would be interested in staying active in the labour market:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>38% are interested in returning to work<\/li>\n\n\n\n<li>76% would prefer a part-time job<\/li>\n\n\n\n<li>27% consider excessive taxation a major obstacle to returning to the labour market<\/li>\n\n\n\n<li>21% say the lack of part-time jobs is what keeps them from returning to work<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">Sharing best practices<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Finally, sharing both positive and negative experiences with peers can be an effective way to access good ideas and best practices in staff attraction, recruitment and retention. This is the mission of the <a href=\"https:\/\/mamri.ca\/\">Maison r\u00e9gionale de l&#8217;industrie (MRI)<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Ren\u00e9 Gendron<\/strong>, Executive Director of the MRI, adds: &#8220;The Maison r\u00e9gionale de l&#8217;industrie&#8217;s Human Resources Network is made up of some forty companies. It allows ongoing sharing on the many issues related to personnel management.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The MRI promotes the sharing of know-how and has contributed to <a href=\"https:\/\/mamri.ca\/nouvelles\/la-maison-regionale-de-lindustrie-celebre-ses-40-ans-et-sera-la-pour-encore-longtemps\/\">the growth of Quebec manufacturing companies for 40 years<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Labour shortage solutions implemented by Quebec businesses<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Solutions to counter the staff shortage do exist, and the organizations mentioned in this article are proof of that.
