href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/rc\/Q-2,%20r.%2034.1\">Regulation respecting municipal wastewater treatment works (ROMAEU)<\/a> aims to improve the quality of water discharged into the environment, for the well-being of the population and the environment.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It applies to municipal wastewater treatment works located south of the 54th parallel with an average annual flow of more than 10 m\u00b3\/day.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What is a municipal wastewater treatment works?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/rc\/Q-2,%20r.%2034.1\">Regulation Q-2, r. 34.1<\/a> defines <strong>municipal wastewater treatment works (OMAEU)<\/strong> as: &#8220;any works used for the collection, storage, conveyance and treatment of wastewater, wholly or partly of domestic origin, before its discharge into the environment or into a stormwater management system, and operated by an intermunicipal board, a municipality or a person acting as a concessionaire for a municipality [\u2026]&#8221;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What is a treatment plant?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/fr\/document\/rc\/Q-2,%20r.%2034.1\">Regulation Q-2, r. 34.1<\/a> defines <strong>treatment plants<\/strong> as: &#8220;a municipal wastewater treatment works used to treat wastewater before its discharge into the environment [\u2026]&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In everyday language, the terms <strong>wastewater treatment plant<\/strong>, <strong>wastewater treatment facility<\/strong> and <strong>sewage treatment plant<\/strong> are also used.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Treatment plant categories by size<\/h4>\n\n\n\n<figure class=\"wp-block-table\"><table sanctions<\/a><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Effluent discharge standards for treatment plants<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The effluent of any treatment plant must meet the following standards:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The 5-day carbonaceous biochemical oxygen demand (CBOD\u2085) must be less than or equal to 25 mg\/L<\/li>\n\n\n\n<li>The total suspended solids (TSS) concentration must be less than or equal to 25 mg\/L, unless it is shown that the exceedance is caused by algae growing in treatment lagoons<\/li>\n\n\n\n<li>The pH must be between 6.0 and 9.5<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">CBOD\u2085 and TSS analysis and pH measurement<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Effluent samples from a municipal wastewater treatment works must be analyzed by an independent laboratory for CBOD\u2085 and TSS, and the average of the results must be calculated. The operator of a municipal wastewater treatment works is responsible for ensuring that any work requiring certification is performed by staff holding a valid certificate of qualification or apprenticeship card.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Monitoring of wastewater treatment works by the Minist\u00e8re de l&#8217;Environnement et de la Lutte contre les changements climatiques<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The daily flow of wastewater treated by a treatment plant must be measured with a device with a margin of error of less than 15% of the actual value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These devices must be <a href=\"https:\/\/www.avizo.ca\/en\/services\/gauging-and-calibration-of-measurement-equipment\/\">calibrated once a year<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Operating report for municipal wastewater treatment works<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">Each month, the operator of a municipal wastewater treatment works must submit a report to the Minist\u00e8re de l&#8217;Environnement et de la Lutte contre les changements climatiques (MELCC) containing the following information:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Identification of the works<\/li>\n\n\n\n<li>Analyses of the samples collected<\/li>\n\n\n\n<li>pH measurements<\/li>\n\n\n\n<li>Toxicity tests<\/li>\n\n\n\n<li>Overflow records<\/li>\n\n\n\n<li>Qualifications of the persons responsible for operating and monitoring the works<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If discharge or overflow standards were not met during the period, the report must also include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The location and time of the event<\/li>\n\n\n\n<li>The causes of the event<\/li>\n\n\n\n<li>The corrective measures proposed by the operator of the works<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" class=\"wp-block-heading\">Operator notices in the event of an overflow<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The operator of a municipal wastewater treatment works must notify the MELCC verbally or in writing without delay if any of the following events occurs:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A discharge of wastewater elsewhere than at the outfall<\/li>\n\n\n\n<li>A bypass or overflow of effluent at a structure designed for that purpose<\/li>\n\n\n\n<li>A bypass or overflow of effluent elsewhere than at a structure designed for that purpose<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If the notice was given verbally, a written copy must be sent to the MELCC within the following 48 hours.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the case of a planned equipment shutdown that affects effluent quality or overflow frequency or volume, for example to modify equipment, a written notice must be sent to the MELCC 45 days before work begins.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notices sent to the MELCC must contain the following information:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The start time of the event<\/li>\n\n\n\n<li>The location of the overflow<\/li>\n\n\n\n<li>The uses of the receiving environment that may be affected by the overflow<\/li>\n\n\n\n<li>The actual or estimated volumes of water<\/li>\n\n\n\n<li>The corrective measures to be implemented<\/li>\n\n\n\n<li>The expected end time of the event<\/li>\n\n\n\n<li>The cleanup measures planned after the event<\/li>\n\n\n\n<li>The public communication plan<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">For planned work, the operator must also explain the reasons for the work and why the overflow is unavoidable.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In all cases, the operator must implement the measures set out in the notice and inform the MELCC when the event has ended.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If modifications to a municipal wastewater treatment works change its operating conditions, for example by increasing its treatment capacity, the Minist\u00e8re des Affaires municipales et de l&#8217;Habitation (MAMH) must also be notified.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Operating register for municipal wastewater treatment works<\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The operator of a municipal wastewater treatment works must keep an up-to-date register, retained for 10 years, containing the following information:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Certificates of analysis<\/li>\n\n\n\n<li>Proof of <a href=\"https:\/\/www.avizo.ca\/services\/verification-etalonnage-reparation-debitmetre\/\">flow meter calibration<\/a><\/li>\n\n\n\n<li>Raw data and measurements collected<\/li>\n\n\n\n<li>Operating reports submitted to the MELCC<\/li>\n\n\n\n<li>Notices sent to the MELCC<\/li>\n\n\n\n<li>Any other
