Flow measurement system design: Flumes and Flowmeters

Why design determines measurement accuracy

A poorly sized flume, the wrong flowmeter or a badly located measurement point produce inaccurate data for years. Fixing them after the fact is costly.

Avizo steps in upstream. We analyze your flows, constraints and obligations, then design the system that will give you accurate, defensible measurement from day one.

Our design process, from needs assessment to commissioning

  1. Needs and site assessment – flow ranges (minimum, average, peak), water characteristics, hydraulic and space constraints, regulatory and reporting requirements.
  2. Technology selection – comparison of options based on target accuracy, maintenance and life-cycle cost.
  3. Design and drawings – structure sizing, plans and specifications, integration of the sensor and safe access for maintenance.
  4. On-site support – presence alongside the contractor at critical stages: levels, slopes, alignment, placement of the flume or flowmeter.
  5. Commissioning and verification – on-site validation of the measurement to confirm the system performs as intended.
  6. Long-term monitoring – telemetry and periodic verification and calibration of your equipment.

Flumes, weirs and flowmeters: what we design

  • Flumes (Parshall, Palmer-Bowlus and others) – for open-channel flow: wastewater, effluents, overflows.
  • Weirs (V-notch, rectangular) – for low flows or temporary measurement.
  • In-pipe flowmeters (electromagnetic, ultrasonic) – for pressurized pipes.
  • Area-velocity flowmeters – for sewer mains and partially full pipes.
  • Complete metering chambers – structure, stilling well, sensor and data acquisition.

On site: a flume designed by Avizo

For this project, Avizo selected the type of flume, sized it to the site’s flows and designed the metering chamber. Our team supported the contractor during placement to ensure compliant measurement from commissioning onward.

Why choose Avizo to design your flow measurement system and support its installation?

  • Standards and deadlines met from start to finish, so you avoid non-compliance and the installation runs smoothly.
  • Over 30 years of flow measurement expertise within our team.
  • A complete view of the cycle: we design, verify and calibrate, so we know what still works in the field years later.
  • Municipal, industrial and private clients in Quebec, Ontario, the Maritimes and the northeastern United States.

Frequently asked questions about flow measurement system design

What is Avizo’s role in installing flow measurement equipment?

Avizo designs the system, prepares the plans and specifications, then supports the contractor on site and verifies the measurement at commissioning.

How do I choose between a flume and a flowmeter?

It depends on the flow. A flume or weir suits open-channel flow, such as wastewater in an open channel. An electromagnetic or ultrasonic flowmeter suits pressurized pipes.

What is the difference between a Parshall flume and a Palmer-Bowlus flume?

A Parshall flume covers a wide range of flows and handles solids well, but it needs more space and a drop downstream. A Palmer-Bowlus flume fits into an existing circular pipe, with lower head loss.

What types of flumes are there and how do I choose the right one?

The four most common types are the Parshall flume, the Palmer-Bowlus flume, the H flume and the trapezoidal flume. Each one suits different flow conditions:

  • Parshall flume: wide flow range and good tolerance of solids. It is the standard at wastewater treatment plant inlets, but it needs space and a drop downstream.
  • Palmer-Bowlus flume: fits into an existing circular pipe or manhole, with low head loss. It is ideal in sewer networks.
  • H flume: accurate over a very wide range, including very low flows. It is often used for runoff and small watersheds.
  • Trapezoidal flume: well suited to low flows and open channels, with moderate head loss.

The right choice depends on the flow range to measure, the available head loss, the presence of solids, the space and layout of the site, and the regulatory requirements. Avizo weighs these criteria to recommend the best-suited flume. More information on our gauging and calibration of measurement equipment page.

What regulations govern flow measurement in Quebec?

It depends on the site: the ROMAEU (Regulation respecting municipal wastewater treatment works) for municipal facilities, ministerial authorizations and depollution attestations for industries, and municipal discharge bylaws. Avizo builds these requirements into the design from the start. More information on our gauging and calibration of measurement equipment page.

Can an existing measurement point that isn’t reliable be fixed?

Yes. Avizo first verifies the existing system, identifies the source of the error, then recommends a correction or a new structure.

Once my flume is installed, does it need to be verified?

Yes. Once the system is installed, the measurement must be verified for accuracy. The check must then be repeated periodically to confirm the data remains reliable and compliant. Avizo performs these verifications on site. The applicable regulatory requirements and verification frequency are detailed on our gauging and calibration of measurement equipment page.

Should access to the flume be planned for verifications?

Yes, and it should be planned at the design stage. A flume that is hard to reach complicates every verification and raises its cost. Avizo designs access into the metering chamber: ladder rungs, an adequate opening and clearance around the flume. We also account for confined-space constraints so that verifications and calibrations can be carried out safely throughout the life of the structure.

Where does Avizo carry out these mandates?

In Quebec, Ontario, the Maritimes and the northeastern United States, for municipal, industrial and private clients.
