The permit application relating to atmospheric emissions requires not only the qualitative description of the emission sources, but also the quantitative estimation of the emissions of contaminants in the atmosphere.
In the event that no characterization by sampling of stacks has been carried out, the city generally accepts theoretical calculations of contaminant emissions based on recognized reference sources, such as AP-42 from the american Environmental Protection Agency (EPA) or sample data from similar sources. The estimated contaminant emission rates make it possible to confirm that the plant’s discharges comply with the ambient air concentration limit values indicated in Table 3.01 of Regulation 2001-10 on atmospheric discharges of the Communauté métropolitaine de Montréal (CMM)
